Board of Trustees Regular Meeting
Thursday, October 14, 1999
Traverse Area District Library
(minutes are unofficial until approved by the Board of Trustees)
The meeting was called to order at 5:30 p.m. by President Welch. Present were Welch, Nelson, Maxson, Mesch, Brown, Senger and Pratt. Also present were Judson (Counsel), McGuire, Vreeland, Nowinski, Schneider and Buchanan (Staff).
Motion by Senger, supported by Nelson to approve the minutes of the Regular Meeting of September 9, 1999, as revised, and of the Special Meeting of September 23, 1999. Carried.
McGuire reported that the Library has received a $2500 grant from the American Library Association for the purpose of teaching parents the importance of computers in their childrens lives. Bernadette Groppuso, Youth Services Coordinator, is going to Lansing to learn about the program.
Tctv2 is still working on finding a location for their studio. They have not yet been notified by NMC whether they will need to be out by the end of the year.
Ron Lemcool of C & H Maintenance addressed the Board regarding past problems with the maintenance of the building.
Maxson reported that the Finance Committee had met right before the Board Meeting. September financial data is not yet available from the County so there was no report in the meeting packets. The Slear fund money has been invested. The committee looked at Fife Lake Public Librarys request for increased funding and concluded that no action should be taken at this time.
Nelson reported for the Carnegie that the City passed a resolution accepting the Outline for Future Use of the Sixth Street Library that the Library Board accepted at the September 23 meeting. Judson said that he needs to contact the City Attorney to clarify a few points. The historical groups expect to be in the building by November.
Nelson reported that the Facilities Committee had been in touch with Dave Dean of the public schools to let him know that the Library is still interested in the possibility of sharing library space with Long Lake Elementary School. Nelson and Mesch said that Long Lake Township is looking at starting a fund-raising effort for a new building and hopes to include space for a branch library.
There were no other committee reports.
Julie Maxson, Peninsula Community Library, reported that PCL has been involved in some long-range planning. They plan to stay where they are for at least another five years and plan to hire a functional planner to help make the best use of the space they have. They also plan to make the director full-time, increase their book budget every year and start an endowment fund.
There were no other Member Library reports.
In response to an inquiry from Welch, McGuire and Art Burns of the Friends of the Library reported that the Friends Foundation has a balance of about $37,000.
Motion by Nelson, supported by Brown to enter into employment agreements with Margaret Braden and Bernadette Groppuso as presented. Carried.
Motion by Brown, supported by Mesch to authorize payment in the amount of $218,006.25 to Old Kent Bank for bond interest and fees. Carried.
There was no support for authorizing payment of per diems to the trustees.
Motion by Maxson, supported by Brown to call a special Study Session for Thursday, October 28, at 4:00 p.m. in the Childrens Story Room. Carried.
The meeting was opened for public comment. A. Burns reported that the Friends Almost-Rare Book Sale was the most successful theyve ever had, raising about $4800. Membership in the Friends is also up.
There was no further public comment.
Pratt commented on an editorial on the subject of pornography and the Internet from the Christian Science Monitor, copies of which he distributed to the trustees before the meeting. Judson said that the Policy Committee is looking at the Internet Access Policy in regard to First Amendment and access issues and hopes to have more information for the Board by the November meeting.
Welch complimented tctv2 on the success of their "Beg-a-thon" fund-raiser.
The meeting was adjourned at 6:10 p.m.
