Board of Trustees Regular Meeting

Thursday, August 12, 1999

Traverse Area District Library

The meeting was called to order at 5:30 p.m. by Treasurer Maxson in the absence of both President and Vice President. Present were Nelson, Maxson, Mesch, Senger and Pratt. Welch was absent. Brown arrived at 5:37 p.m. Also present were R. Brochert (Counsel), McGuire, Vreeland, Nowinski, Schneider and Buchanan (Staff).

Motion by Pratt, supported by Nelson to amend the agenda to include under Old Business, as item c.: Appointment of an officer delegate and alternate to MERS; and under New Business, as item e.: Consideration of creating a special library fund for the purpose of children’s programming. Carried.

Motion by Senger, supported by Nelson to approve the minutes of the Regular Meeting of July 15, 1999. Carried.

McGuire called to the trustees’ attention a synopsis of Library for the Blind and Physically Handicapped that was included in the meeting packets. The increase in state funding is expected to be used to upgrade the LBPH’s circulation system and hardware.

Also included in the meeting packets was an invitation to the Grand Opening of the Grand Traverse Area Children’s Garden on Sunday, August 29, 2:00-4:00 p.m.

Several local massage therapists are offering 15-minute massages in the Library meeting room the last four Tuesdays in August to benefit the Friends of the Library Foundation. The first session raised $275.00 for the Foundation.

McGuire has been appointed to the Library of Michigan’s ad hoc Access Committee. Also, he will be attending a statewide Visioning Conference for libraries in September.

Brown arrived and presided for the remainder of the meeting.

Maxson reported that the Finance Committee met on Wednesday, August 11, and reviewed several items. Most of those items are addressed later in the agenda. The June financial report showed overruns in personnel and office supplies, which the committee asked Schneider to review and report on at the next regular meeting.

There were no other committee reports.

Pratt reported that the Facilities Committee met with Board of Education representatives to discuss the possibility of cooperation between TADL and the schools for a branch library in Long Lake Elementary School. Nelson added that the Board of Education representatives seemed quite receptive to the idea.

Bill Harding, Peninsula Community Library, reported that 117 children participated in their Summer Reading Club, and 325 children attended their summer storytimes. The Friends of the Library recently had a book sale, and during August they are hosting a display of works by local artists. Their card catalog is gone, and the cabinet is up for bid.

Judy Anderson, Interlochen Public Library, complimented TADL’s Technology Department for their attention when IPL’s Internet line went out. 125 children participated in their Summer Reading Club, and IPL also cooperated with Interlochen Elementary School for a summer reading program. Green Lake Township is providing funds to repair IPL’s roof, and they also hope to change the inside configuration. They will be using furnishings from the Sixth Street library and applying for a grant from Rotary Charities.

Vreeland reported that Grace Rudd from the Law Library will be serving on a panel for a session at the Michigan Library Association annual conference in Dearborn in October. Rudd was present and added that the topic of the session is how to offer legal information on a shoestring with free resources that are available.

Pratt and Maxson commented that they had some additions to a section on building problems in a memorandum from Judson that was included in the meeting packets. Brochert said that she would report their concerns to Judson for discussion with the architects.

Maxson introduced Dale Vanderwal, auditor, who briefly presented the 1998 Audit Report. Following comments and questions from board members, motion by Senger, supported by Nelson to accept the 1998 Audit as presented. Carried.

Motion by Nelson, supported by Pratt to enter into an agreement with NuGen Systems for an "Internet Public Access Catalog System." Carried.

Motion by Maxson, supported by Nelson to amend the "Gifts and Donations Policy" as presented. Carried.

Motion by Nelson, supported by Senger to appoint Richard Schneider as officer delegate and Martha Vreeland as alternate to MERS. Carried.

Motion by Nelson, supported by Mesch to enter into closed session immediately following public comment to discuss negotiation of a collective bargaining agreement with Teamsters Local 214, as requested by management, pursuant to Section 8(c) of the Open Meetings Act. Motion carried on a unanimous roll call vote.

New Business items b and c were moved to later in the meeting, after the closed session, as they related to the collective bargaining agreement.

Motion by Maxson, supported by Nelson to enter into an agreement with the City of Traverse City for the live broadcasts of the regular meetings of the City Commission. Carried.

Motion by Maxson, supported by Nelson to refer consideration of creating a special library fund for children’s programming to legal counsel for preparation of proper documentation. Carried.

The meeting was opened for public comment. There was none.

The meeting was recessed at 6:35 and reconvened at 7:20 following the closed session.

Motion by Nelson, supported by Senger to tentatively approve the labor agreement with Teamsters Local 214 pending Union ratification. Carried.

Motion by Maxson, supported by Nelson to enter into an agreement with AFLAC to establish and administer a cafeteria plan with flexible spending accounts. Carried.

Motion by Senger, supported by Nelson to close the Library on Labor Day, pending ratification of the new labor agreement by the Union. Carried.

The meeting was adjourned at 7:25 p.m.
