Board of Trustees Special Meeting

Thursday, September 23, 1999

Traverse Area District Library

The meeting was called to order at 5:30 p.m. by President Welch. Present were Welch, Maxson, Senger, Pratt, Nelson and Brown. Mesch was absent. Also present were Judson (Counsel), McGuire, Vreeland, Nowinski, Schneider and Buchanan (Staff).

Welch declared open the Public Hearing on Increasing Property Taxes and the Proposed 2000 Budget. Schneider reviewed the budget and the trustees discussed various items. There was no public comment. The public hearing was declared closed at 5:55 p.m.

Motion by Nelson, supported by Senger to accept the outline for future use of the Carnegie library and to direct staff and counsel to work with the City to prepare the documents necessary for formal approval. Carried.

Motion by Brown, supported by Nelson to enter into an agreement for the provision of services to United Way of Northwest Michigan, subject to approval by Counsel as to form and by Director as to content. Carried.

Motion by Senger, supported by Brown to adopt the 2000 Budget Resolution, to set the operational millage rate at 1.06 mills and the debt retirement millage rate at .283 mills. Carried.

The meeting was opened for public comment. A. Burns reported that the Friends’ annual Almost Rare book sale will be held September 25 and 26. Vreeland told the trustees that in observation of Banned Books Week, Sept. 26-Oct. 2, TADL will host Ellen Richardson from the Library of Michigan in two staff in-service sessions regarding laws relating to access to materials and Eric Suess of Fraser Public Library in a public evening program on First Amendment issues. Maxson said that the Finance Committee will be taking under consideration Fife Lake Public Library’s concerns regarding funding. Welch and Maxson reported that the Finance Committee had talked about the suggestion of paying the trustees and would like it included on the agenda for the next meeting.

There was no further public comment. The meeting was adjourned at 6:00 p.m.
