The meeting was called to order at 5:40 p.m. by Vice President Mesch, who presided over the Special Meeting.  Present were Mesch, Maxson, Schermerhorn, Lawrence and Quick.  Brown arrived at 5:55 pm.  Welch was absent.  Also present were Judson (Counsel), McGuire, Nowinski, Schneider and Buchanan (Staff).

Judson briefly explained the proposed agreement with the Friends of the Library for operation of a library store.  Motion by Lawrence, supported by Schermerhorn to adopt a resolution supporting the creation and management of a library store and to enter into a merchandise agreement with the Friends of the Library.  Carried.

The meeting was briefly recessed, then reconvened in a Study Session, presided over by Brown.

The first item of discussion was criteria for the location of branches within the district.  Quick reviewed the Facilities and Services Committee’s charge and activities and then went over a proposed application to be used by groups requesting a branch library in a particular location.  The trustees discussed site location criteria and discussed and proposed revisions to the application.  Brown invited the public to participate in the discussion.  The following people spoke during the discussion:  E. Long, B. Parker, J. Maxson (Peninsula Community Library), J. Gray (Fife Lake Public Library), A. Van Eck (Friends of FLPL).  No action was taken on this item.

The meeting was again briefly recessed and reconvened for discussion regarding various fees charged by the library.  McGuire reviewed the results of a survey he had sent to libraries of about the same size as TADL.  Again Brown invited the public to participate in the Board’s discussion of fees, primarily non-resident fees.  The following people participated:  C. Spear, E. Long.  No action was taken on this item.

There was no further discussion or public comment.  The study session was adjourned at 8:05 p.m.
