Board of Trustees Special Meeting

Thursday, September 26, 2002

Traverse Area District Library

The special meeting was called to order at 5:30 by President Brown.  Present were Brown, Lawrence, Maxson, Welch and Luyt.  Mesch and Quick were absent.  Also present were Judson (Counsel), McGuire, Nowinski, Schneider and Buchanan (Staff).

 

The purpose of the meeting was to hold a “Truth in Taxation” public hearing and a public hearing on the proposed 2003 budget and to consider adopting the 2003 budget, setting the 2002 millage rate and adopting the 2003 Budget Resolution.

 

Brown declared open the Truth in Taxation public hearing.  McGuire explained why it was necessary to have the hearing.  There was no public comment.  Brown declared the hearing closed.

 

Brown declared open the public hearing on the proposed 2003 Budget.  Schneider reviewed the budget and answered questions from trustees.  C. Downey addressed the Board regarding legal services.  D. Biegler addressed the Board regarding the feasibility study and the possibility of hiring the Breton Group to help secure grants for the construction of branch libraries.  There was no further public comment.  Brown declared the hearing closed.

 

Motion by Welch, supported by Maxson to adopt the 2003 Budget Resolution and to set the 2002 Operating Levy at 1.0191 mills and the Debt Levy at .25 mills.  Carried.


            The meeting was opened for public comment.  Welch asked for clarification of some items on the August year-to-date financial report. There was no further public comment.  Meeting adjourned at 6:40 p.m.
